加快天津区县经济薄弱村持续发展问题探析

摘  要：
增强经济薄弱村持续发展能力是缩小城乡差距、实现城乡统筹协调发展的必要前提。文章在对经济薄弱村内涵加以界定的基础上,综合分析了天津区县经济薄弱村发展面临的诸多现实困境。分析表明:经济薄弱村突出存在村集体收入偏低、收入来源单一、债务负担沉重、可用资源少、资产管理混乱等实际问题,直接影响了当地新农村建设的进程和农民增收致富。进一步分析发现:思想认识偏差、制度体制束缚、政策扶持力度不够、领导班子能力偏弱造成经济薄弱村发展水平偏低且难以持续。未来,经济薄弱村应创新发展模式、运行体制和管理机制,切实增强其内生发展动力。具体通过化解村级债务、村集体经济产权制度改革、挖掘现有资源资产潜力、强化基层人才队伍建设、加大财政资金扶持力度、推进结对帮扶工作开展等系统综合措施促进经济薄弱村持续发展能力的提升。

摘  要：
Enhance weak-economy villages' sustainable development is a fundamental task for narrowing the gap and achieving coordinated development between urban and rural areas. Based on defining of weak economy village,this paper systematic analyzed the difficult realities that affected local new countryside construction and farmers income in Tianjin districts. The results showed there existed some problems including low and single income,heavy debt loads,less available resources,disordered asset management and so on,which affected the progress of local new rural construction and increasing of income. Further analysis found that the reasons for leading to weak economy villages' low-level development include one-side views,unreasonable property rights,ineffective supporting policies and lack of good leaders. In future,weak economy villages need to innovate development model,operating system and management mechanism to strengthen their sustainable development. Comprehensive countermeasures also should be adopted to accelerate weak economy villages' sustainable development,such as solving debt loads,reforming the property rights system of collective economy,developing current resources and assets,attracting and retaining talent,expanding fiscal support and step up one-on-one help.
