创新生态系统:理论、实践与启示

摘  要：
创新生态系统是近年来在国外兴起的一种新型创新管理范式,构建运行良好、具有活力的创新生态系统已成为提升区域、行业科技创新水平,实现经济社会可持续发展的重要途径。文章介绍了创新生态系统的基本概念和理论内涵,梳理了国内外创新生态系统建设的典型实践案例,提出充分发挥政府、市场"两只手"的作用,创新创业相结合激发创新生态系统活力,营造促进创新的良好制度环境和发展模式等启示,以期为新时代我国农业科技体制改革创新提供参考。

摘  要：
Innovation ecosystem is an innovation management paradigm recently developed abroad.Constructing an innovation ecosystem with vitality has become an important measure to improve regional innovation level and realize the sustainable social and economic development.The basic concept and theoretical framework of innovation ecosystem was introduced in the paper.The progress on innovation ecosystem theory and practice both at home and abroad was summarized.Policy suggestions were put forward,such as bringing the role of government and market into full play,combining innovation with entrepreneurship to motivate vigor of innovation ecosystem,constructing better policy environment and development modes,etc.This will provide relevance for the reform of agricultural science and technology management mechanism in the new era.
