摘要：

为提高西藏草地的效益和生态保护的目的,通过那曲地区草地承包制的调查,采用文献检索与综合分析法,分析了那曲地区草地承包过程中存在的问题,同时提出了细化并认真落实草地家庭承包制度,进一步完善草地承包责任制,规范草地流转行为,建立健全草地监理体系等完善草地承包制的建议。

摘要：

The problems in grassland contract process were analyzed by document retrieval and comprehensive analysis method based on investigation of grassland contract system in Nagqu prefecture to improve grassland benefit and achieve the purpose of grassland ecological protection.The paper puts forward the suggestions of implementing grassland household contract system seriously,further perfecting grassland contract responsibility system,standardizing grassland transfer action,and establishing and improving grassland supervisory system to realize grassland sustainable development.
