中国海洋渔业发展MSC认证的困境与机遇

摘  要:
近年来,世界性渔业资源衰退引发了人们对可持续渔业的关注,跨国认证组织应运而生,生态标签和认证机制成为了学者的研究重点.海洋管理委员会(MSC)是历史悠久、颇具影响力的认证组织.MSC认证的目的在于通过改变消费者行为,使其产生购买生态标签海产品意愿,激励渔业可持续发展.本文阐述了MSC认证标准、流程以及在中国的发展现状,剖析了MSC认证在中国发展的困境和机遇.由于消费者对MSC标签不了解、小型渔业尚无MSC认证能力及公私部门在认证过程中的缺位等问题,使得认证存在困难.然而,中国本土海鲜消费市场广阔,出口导向的规模化渔业有认证需求,且渔业改良项目试图帮助渔业达到MSC标准,故困境与机遇并存.

摘  要:
In recent years, the decline of world fishery resources has aroused people's concern for sustainable fisheries. With the emergence of various transnational certification organizations,eco-labeling and certification mechanisms have become the focus of scholars' research. The Marine Stewardship Council(MSC) is an influential certification organization. The purpose of MSC certification is to stimulate the development of sustainable fisheries by changing consumer behavior and making them willing to buy eco-labeled seafood. This paper expounds the standard, process and development status of MSC certification in China, and it analyzes the difficulties and opportunities for MSC certification in China. Due to the lack of understanding of MSC labels by consumers, the lack of MSC certification capability in small-scale fisheries, and the lack of public and private sectors in the certification process, obtaining MSC certification is very difficult in China. However,China's domestic seafood consumption market is vast, export-oriented industrial fisheries have certification requirements, and fishery improvement projects try to help fisheries reach the MSC standards. Therefore, difficulties and opportunities coexist.
