摘  要：
文章以姚安县国家储备林建设项目为例,结合PPP政策要求、运作模式等,对姚安县国家储备林营造林模式、运作模式、管理模式、融资模式进行分析。并针对项目建设资金不足、营造林质量总体不高等问题,提出拓宽融资渠道,形成多元化投入机制;完善管理机制,激发实施主体积极性;加大科技支撑,提高森林可持续经营水平等对策、建议。

摘  要：
The construction mode,operation mode,management mode and financing mode of the national reserve forest in Yao′an County were analyzed combined with PPP policy requirements and operation mode. In view of the insufficient funds for project construction and the overall low quality of forest,this paper suggested to broaden financing channels,form a diversified investment mechanism,improve management mechanism,stimulate the enthusiasm of implementation subjects,increase scientific and technological support,and promote the sustainable forest management.
