摘 要：
以非均匀污染物为例,探讨了在ZPS中行政区域划分方式对排污权交易结果的影响,结果表明,行政区域的划分方式对于EPS导致的局部污染物浓度过高问题的解决效果取决于厂商的削污成本特性以及初始排污权在各个区域内的分配情况。

摘 要：
Took non-uniform pollutants as an example,the paper discussed the influence of zone partition way on the result of emission trading in ZPS.The results showed that the effects of resolving the "hot spot" problem that induced by zone partition way in EPS were depended on the cost characteristic of reducing pollution of the factories and the initial allocation of permits to each zones.
