摘 要：
[目的]衡量自发合作供给小型水利设施对农户福利效应的影响是激发农户自发合作供给水利设施,实现农业可持续发展的重要议题.[方法]利用甘肃省平凉、武威和张掖3个区域微观农户调查数据,选取农户种植业收入、小麦产量、玉米产量、灌溉用水支出、有效灌溉面积作为衡量农户福利的指标,在克服传统方法样本选择内生性问题的同时,运用倾向得分匹配方法(PSM)的"反事实"原理与方法,实证分析自发合作供给对农户福利的影响.[结果]自发合作供给小型水利设施能够显著提高农户福利,最明显的作用是增加了农户的收入、小麦产量、玉米产量、有效灌溉面积,降低用水成本;初步估计平均综合效益提升了30.62%.[结论]政府应该加大对农户自发合作供给宣传力度.

摘 要：
Measuring the impact of spontaneous cooperation supply in small water conservancy facilities on farmers′ welfare is an important issue to stimulate farmers′ spontaneous cooperation supply in water conservancy facilities and achieve sustainable development of agriculture. By using the microscopic farmer households survey data of Pingliang, Wuwei and Zhangye in Gansu province, this paper analyzed the effects of spontaneous cooperation supply on farmers′ welfare by selecting indicators of welfare such as farmers planting income, wheat yield, maize yield, irrigation water expenditure and effective irrigation area, and then it made an empirical analysis according to propensity score matching method while overcome the endogenous problems of traditional method sample selection. The results showed that spontaneous cooperation supply in small water conservancy facilities effectively improved farmers′ welfare, mainly in increasing farmers′ income, wheat and maize yield, effective irrigation area of production and decreasing farmers′ irrigation water expenditure. The preliminary estimation of the average comprehensive benefit has been increased by 30.62%. The conclusion of the research indicates that the government should increase input in farmers′ spontaneous cooperation announcement.
