基于灰色关联度-DTOPSIS的高校科技创新能力评价

摘  要:
为了规范高校科技创新工作,建立完善的评价体系,采用灰色关联度分析对DTOPSIS法进行赋权,并运用到云南省高校科技创新能力的评价中运用。构建了科技创新投入、科技创新产出、科技创新转化以及科技创新支撑的评价体系,选取对云南省高校科技创新能力2008—2017年的数据进行综合评价。结果显示,在指标方面,有关科技人力资源投入的指标在综合评价中起着最重要的作用,其中研究与发展全时人员与综合评价关系最密切,其关联度r_3=0.928 1排序最大;在年份方面,加权关联度r′_t排序和赋权DTOPSIS的相对接近度C_t排序对比研究显示,2017年和2016年均先后排在前两位,但r′_t差异最大为25.62%,C_t的差异最大为69.39%,表明赋权的DTOPSIS法用于高校科技创新能力综合评价的合理性。

摘  要:
In order to standardize scientific and technological innovation work of colleges and universities and establish a perfect evaluation system, DTOPSIS method was weighted by grey relational analysis, which was applied to the evaluation of scientific and technological innovation ability of universities in Yunnan Province. The evaluation system of scientific and technological innovation input, scientific and technological innovation output, scientific and technological innovation transformation and scientific and technological innovation support was constructed, and the data from 2008 to 2017 was selected for comprehensive evaluation. The results show, in terms of indicators, the indicators related to the input of scientific and technological human resources play the most important role in the comprehensive evaluation. Among them, the research and development full-time personnel has the closest relationship with the comprehensive evaluation, and its grey relation degree(r_3=0.928 1) ranks the largest. In terms of the year, the comparative study between the ranking of the weighted grey relation degree r′_t and the ranking of the relative closeness C_t of the weighted DTOPSIS shows that 2017 and 2016 are ranked in the top two. But the maximum difference of r′_t is 25.62% and the maximum difference of C_t is 69.39%, which indicates that it is reasonable for the weighted DTOPSIS method to be used to the comprehensive evaluation of scientific and technological innovation ability of universities.
