摘 要：
耕地耕作层是耕地地力的载体,是十分珍贵的资源。随着城市建设的快速发展,越来越多的耕地被征用,但许多耕作层土壤没有得到充分合理的再利用,造成了土地资源的严重浪费。借鉴国内外耕作层土壤剥离再利用先进经验,提出适合湖南省情的建设占用耕地耕作层土壤剥离再利用模式,为管理决策层提供参考建议。

摘 要：
The tillage layer is the carrier of farmland productivity,it is very precious resource.With the rapid development of urban construction,more and more cultivated land are requisitioned,but many tillage layers are not fully reasonable reused,causing a serious waste of land resources.This paper studies the advanced experience of tillage layer reuse at home and abroad and puts forward tillage layer reuse model that is suitable for current situation.
