中央科研机构科技创新机制对农机科研院所的启示

摘  要：
公益性科研机构的管理模式是我国科技管理体制的重点,也是中国农业科学院实施科技创新工程的重要内容。以中国科学院、水利部和国家电网等部门的主要科研机构为例,从发展定位、学科建设、科研平台、人才队伍、激励机制等方面,比较分析科技资源配置和现代院所制度建设现状,根据典型科研机构管理运行经验,提出构建农业科研院所科技创新机制的对策和建议。

摘  要：
Management mode of public-interest scientific institution is the point of sci-technology management system, is also the important content of implementation of sci-technological innovation project of Chinese Academy of Agricultural Sciences. Taking the main research institutions of Chinese Academy of Sciences, Ministry of Water Resources and National Grid as examples, summarized the development strategy, discipline construction, scientific research platform, talent team, incentive mechanism and other characteristics, executed comparative analysis of the status of sci-technology resources allocation, modern research institute system construction and management experiences of typical scientific research institutions, put forward countermeasures and suggestions to establish sci-technological innovation mechanism of agricultural scientific research institute.
