新农村建设分类指导的政策建议

摘  要：
本文认为,社会主义新农村建设应该依据各地城乡之间、工农业之间差异分类加以指导,而不能按照原有的农业自然区划原则确定的九大农区来指导新农村建设;应按四大类区域,即大中城市郊区、东部沿海地区、中西部人多地少地区、中西部人少地多地区来制定不同的政策指导新农村建设。

摘  要：
The paper takes for that socialism new countryside building should be guided by the classes assorted by the urban-rural and industrial-agricultural differences,whereas not by the original 9 agricultural regions compartmentalized according to the agricultural natural regionalization principles.Different policies to guide the new countryside building should be established in accord with regions of 4 types,suburb of medium and large cities,eastern costal area,central and western region with vast population and limited farmlands,and central and western region with limited population and vast farmlands
