大兴安岭东部国有林区的湿地资源现状及保护对策

摘  要：
在实地调查基础上,分析了大兴安岭东部林区湿地资源现状及管理现状,探讨了有效保护湿地资源的对策。该区域湿地资源总面积为1055471hm2,占全区经营总面积的12.64%,且以沼泽湿地为主,其面积为1011021hm2,占湿地总面积的95.79%,人工湿地仅398hm2,占湿地总面积的0.04%。寒温带气候和地质条件形成了大兴安岭林区特有的湿地类型,湿地对维系黑龙江和嫩江水系径流,调节流域气候和促进松嫩平原生态功能有极其重要的作用。提出了大兴安岭东部林区保护对策:如,全面提高全民湿地保护意识,正确处理好整体和局部利益的关系。在对现有湿地资源进行科学规划的基础上对主要河流源头、重要湿地通过划建自然保护区,建立地方性的规章制度等依法管理。把湿地保护管理纳入国家发展计划,加大资金投入,落实生态效益补偿制度。对湿地生态系统功能恢复技术进行攻关研究,寻求寒温带湿地功能恢复的模式,实现湿地资源的可持续利用。

摘  要：
An experiment was conducted to investigate the wetlands resources and its management status in the east of Daxing’an Mountains, and the countermeasures to effectively protect the wetlands resources were discussed. Results showed that the total areas of wetlands resources in this region was 1055471hm~2, accounting for 12.64% of the total management areas of the whole region. Marsh wetlands with an area of 1011021hm~2 occupied 95.79% of the total, while constructed wetlands with an area of 398hm~2 comprised only 0.04% of the total. Cold temperate climate and geological condition cause the proper wetlands types in Daxing’an Mountains, and wetlands play an important role in holding the runoff of water system of Heilongjiang and Nenjiang rivers together, regulating regional climate and promoting the ecological function of Songneng Plain. Some countermeasures are put forward: improve the entire people’s consciousness of protecting wetlands; properly deal with the relationship between the global and local benefits; natural reserve should be established to main river headstreams and important wetlands based on the scientific programming of existent wetlands; supervise according to the established parochial bylaws; bring the protection and management of wetlands into the national developing plans; increase capital investment; fulfill ecological benefits compensation system; study the functional recovery of ecosystem; explore the functional recovery mode for wetlands in cold temperate regions; and realize the sustainable use of wetlands resources.
