Experience of Environmental Impact Assessment on Green Route Selection of Expressway in Yunnan Province

As the irradiation center facing South Asia and Southeast Asia in the "the Belt and Road"strategy,Yunnan Province projected the construction of "five vertical lines,five horizontal lines,one boundary line,two loop lines and twenty connecters"expressway network and stepped forward the epoch of rapid growth in expressway. Yunnan was the mountainous area of diverse ecological sensitivity where ecological service functions were pivotal and biological species resources were rich,which brought great challenges for environment-friendly route selection of expressway in Yunnan. Through the integration analysis for environmental impact assessment on expressway in Yunnan,the results showed that the environmental sensitive issues,such as the difficulty in identifying protection scope of ecological sensitive areas,the unclear cognition on habitats of protected plants and animals,the lack of attention to well-preserved native forest and planning water-resources or wells with water supply function,were easily overlooked or neglected in route selection stage. Based on the reasons explored by the way of data acquisition,survey methods and depth of analysis,this paper put forward the countermeasures and suggestions to provide reference for green route selection of expressway project in mountainous areas under the construction of"the Belt and Road"in China.
