我国森林资源大多分布在山区,这些地方往往是经济、交通、信息和科技欠发达地区,财政上无力投入更多的资金用于森林防火基础设施建设,林情社情又比较复杂。如何使森林火灾管理达到事半功倍的效果,晋城市多年来在森林防火联防联治方面做了有益的尝试,并积累了一些可借鉴的经验。

摘  要：
In China most of the forests are distributed in the mountainous areas where the economy, transportation, information, science and technology are generally less developed. In those areas financial resources used for forest fire control facilities are relatively limited, and the forest conditions and social conditions are complex. Over the past few years the Jincheng City authority has made great efforts and achieved good results in forest fire control and management and accumulated some useful experience.
