新常态下多规合一的探讨与展望

摘  要：
利用文献综述法,研究了我国多规合一的发展历程和理论依据,指出了我国多规合一的内涵和法理困境。从多规合一的编制方式、审批主体和技术要点等方面阐明了我国多规合一编制的相关内容。多规合一为新常态下新型城镇化建设提供了有力支撑,为解决多项规划互相打架、节约国土空间、避免重复建设和项目落地难等问题提供了有效手段,是实现集约节约利用土地、优化空间规划体系、转变政府职能和提高城市治理能力的有力抓手和重要平台。

摘  要：
The developmental history and theoretical basis of Multiple Plans Integration( MPI) in China are summarized by using the literature review method,and the connotation and legal difficulties of MPI in China are pointed out. The relevant contents of MPI establishment in our country are specified from the aspects of establishing mode,approval subject,technical essentials,and so on. MPI can provide strong support for the construction of new-type urbanization under the new normal,and can provide an effective method for solving the contradictions among multiple plans,saving land space,and avoiding repeated construction and difficult item implementation. MPI is a powerful tong and an important platform for realizing the intensive and economic use of land,optimizing the spatial planning system,transforming the government's functions,and enhancing the capability of modern urban governance.
