生态文明思想视域下江西地方经济社会发展考核探析

摘  要：
地方的经济社会发展考核对引领地方发展和评价地方级政府行为具有重要作用,分析江西"G"市的科学发展考核个案发现,江西部分地方政府的经济社会发展考核仍有沿用以GDP增长为主要目标的传统评价方法,存在着考核体系中经济与生态考核所占比重不合理、生态考核指标设置不科学、考核过程不合理及考核主体结构有待优化等问题。据此提出应通过坚持生态优先的考核理念、改进考核的技术与方法、完善考核制度与指标体系、落实考核结果的运用及优化考核主体的结构与素质等举措,促进并实现地方经济社会发展考核的"生态化"转型。

摘  要：
The evaluation of regional economic and social development plays an important role in leading local development and evaluating local government behavior. An analysis of the scientific development evaluation cases in ′G′ City of Jiangxi Province found that some local governments in Jiangxi still use the traditional evaluation method with GDP growth as the main goal. It is characterized by unreasonable proportion of economic and ecological evaluation, unscientific design of ecological evaluation indicators, improper evaluation methods and the structure of evaluation subject to be optimized. To promote and realize the ′ecological′ transformation of local economic and social development evaluation, we can start with the following aspects: insisting the evaluation concept of ecology first, promoting evaluation techniques and methods, improving the evaluation system and indicator system, emphasizing the application of the results of evaluation, and optimizing the structure and quality of the evaluation subject.
