摘  要：
1982年为确保黄河下游防洪工程的安全，利用林辛、十里堡两座分洪闸向老湖区分洪，大量的泥沙沉积在5km2的闸下，造成了13个村、480多hm2土地全部沙化，受灾人口5743人，沙化区的群众失去最基本的生产资料，长期处于贫困状态。1983年后，政府投资248万元，采用了多种治理措施，收到明显的经济效益和社会效益。

摘  要：
To sure the security of flood control engineering in lower reaches of the Yellow River,the distributed floodgate was used for old lake area in 1982. Since then, some harnessmentalmeasures have been practised and have gained a good social and economic return. The authorthink that the Yellow River water into silt fields,and the productive conditions should be improved further.
