重庆市耕地整理潜力评价初步研究

摘  要：
耕地整理作用随社会经济发展和人口增长日益重要。耕地整理的潜力评价作为整理基础工作 ,目前缺乏统一的评价指标体系。文章以重庆市为例 ,依据耕地整理目标和潜力评价的原则 ,以实践工作为基本 ,指出评价工作应从单一指标过渡到多指标综合考虑 ,尝试提出耕地潜力评价体系应包括增加耕地系数、耕地产出提高率、投入产出比、林地面积比重提高率等方面 ,以期在评价工作中做到社会效益、经济效益和生态环境效益的统一。

摘  要：
The role of tidying arable land becomes increasingly important along with the social economic development and population growth. Evaluation on tidying potential of arable land is a fundamental work, but at present an evaluation target system is lacking. This paper takes Zhongqing City as an example and practical work as bases, according to the target for arable land tidying and the principle for potential evaluation, and points out that the evaluation should transform from a mono target consideration to multiple targets consideration. This paper also tries to raise the concept that the arable land potential evaluation system should include index of increased arable land, improvement ratio of arable land output, ratio between investment and output, increasing percentage of forestry area proportion, etc., so as to unify the social efficiency with economic efficiency and ecological environment efficiency.
