关于规范畜牧兽医执法的若干思考

摘  要：
在依法行政深入推进的宏观背景下,畜牧兽医行政执法仍存在与依法行政不相称的问题,突出表现在证据收集不充分、事实认定不清、执法程序不合法、文书制作不规范等方面。针对所存问题,建议兽医执法人员提高法律素养与执法技巧,注重证据收集的客观性;在执法程序上保障当事人的陈述和申辩权,进一步规范执法文书制作。

摘  要：
With the promotion of law-based administration of government,good achievements were obtained. However,some problems still existed in administrative law enforcement process of animal husbandry and veterinary,which outstandingly embodied as insufficient evidence collection,blurry of the act assertion,illegal law enforcement procedure,non-standard document making. According to the mentioned problems,some suggestions were given to those law enforcement officials,including enhancing essential legal accomplishment and law enforcement skills,paying more attention to objectivity of evidence collection,ensuring the statement and defense rights of related parties involved,and further standardizing document making.
