摘 要：
蓄洪区防洪安全与经济发展之间的矛盾日益凸显,合理建设管理蓄洪区,有利于缓解人、水、地矛盾,促进当地经济发展。该文对蓄洪区现状进行了研究,分析了蓄洪区发展的制约因素,指出蓄洪区在经济发展、基础建设、管理、移民等多方面存在的问题,并提出了相应的对策及意见。

摘 要：
The contradiction between safety of flood control and economic development in flood storage area is becoming increasingly prominent Reasonable construction will relive contradiction among people,water and land resources and promote local economy. This article points out problems concerning economic development,infrastructure,management and immigrant by researching practical situation and analyzing development constraints of flood storage area and proposes corresponding measures and innovative ideas.
