中国西部十省区天然林保护工程实施效率评价——基于DEA模型

摘  要：
基于数据包络分析法(DEA)对我国西部十省(市、自治区)的天然林保护工程政策的实施效率进行评价。经测算,2001~2011年西部地区天保工程政策的技术效率均值是0.910,全要素生产率增长率为-9.00%,政策效率的变化主要受技术进步因素的影响。最后,从投入产出要素视角提出相应的优化建议。

摘  要：
The implementation efficiencies of Natural Forest Protection Program in ten provinces of Western China were evaluated in this paper on the basis of DEA method. According to the measurement,the average technology efficiency is 0.910,the growth rate of the whole productivity ratio is-9.00%,the changing of efficiency is mainly affected by the technical progress. Finally,some related optimizing suggestions were put forward from the view of input and output factors.
