摘要：

新型农村社会养老保险还存在一些尚待解决的问题,通过对发展型社会政策的认识,对新型农村社会养老保险中几个受到关注的层面进行了探讨,提出新型农村社会养老保险的完善与发展路径就是加强社区组织的培育,重建农村经济组织和融入社会组织。

摘要：

There are problems to be solved in the new rural social pension insurance system.Based on the understanding of development-oriented social policy,some aspects about which people concerned regarding the social pension insurance were discussed,and measures for the improvement and development of new rural social pension insurance system,such as strengthening community organizations,reestablishing rural economic organizations,and participating in social organizations were proposed.
