摘  要：
德国占领青岛后,在进行大规模城市建设的同时,也对乡村地区进行了有效的行政、司法管理与公共设施的修筑,从而一定程度上刺激了乡村人口的增长、青岛乡村生活的改良、农民农林观念与职业意识的转变,但殖民当局乡村政策的附属性与畸形性决定了乡村变化的局限性,其推行政策的强权与恩惠方式,也使农民对当局统治表现出谨慎反抗后的适度遵从。

摘  要：
After German occupied Qingdao, The colonial authorities conducted an effective management of administration and justice, and the construction of public facilities in the rural areas when carrying on the large-scale urban construction, thus to some extent, the rural policy stimulated the growth of the rural population, improvement of rural life, promoted the change of the farmers'forestry and career awareness, but the subsidiary and the deformity of the rural policy caused the abnormal changes and the limitations in rural areas.The mandatory and rewarding execution of the rural policies made the farmers act carefully and submissively.
