关于深化我国集体林权制度改革的若干思考

摘  要：
中国农村集体林权制度改革的主体改革已基本完成并产生了广泛的社会影响,但是深化林权改革的任务依然任重而道远。为实现"生态受保护,农民得实惠"的目标,今后一段时期要把林权改革的重点由调整人与林、人与地的关系转变到调整所有者与政府、所有者与所有者的关系上来,统筹兼顾与重点突破并举,以林权纠纷调处、林权流转规范、扶持林农合作组织、发展林下经济以及健全公共服务体系为着力点,持续深化集体林权制度改革。

摘  要：
Rural collective forest right system reform in China has basically finished and has had the widespread so cial influence.However,there is still a long way to go fulfill the task of deepening forest property right reform.In order to protect ecology and ensure farmers'benefits,on the one hand,the emphasis of forest right reform should be changed from adjusting the relationship between people and forest and that between people and land to adjusting the relationship between owners and government and the relationship among owners;on the other hand,overall consideration and the key breakthrough should be combined.Focus on mediating forest right disputes,standardiz ing forest tenure transfer,supporting forest farmers cooperative organization,developing forestry economy and im proving the public service system so as to deepen the reform of collective forest right system.
