Mode Research on improving the Learning and Using Effect of Modern Distance Education of Rural Party Members and Cadres by making full use of Resources in Agricultural and Forestry Universities——Taking Ya'an City as An Example

Modern distance education of party members and cadres in rural areas is a significant action of "three agriculture prob-lems" taken by the Central Party Committee and the State Council. This work also was started formally in Ya'an city during 2005, the construction of receiving terminal site of distance education will also be finished soon in every county. The construction of receiving ter-minal site is the basis, learning and using is the key. Beause of talent lack and weak technical force, it is a existent phenomenon at large that most of equipments leaving long unused in Ya'an city, so it has no obvious effect. Although "one county,one university student" has been included in modern distance education of party members and cadres in rural areas, but it cannot meet the demand for talent and technology. Enriching human resources is quite necessary to improve the effect of distance education. Based on the above, this article put forwards the model plan that the learning and using effect of distance education was improved by the means of shool-region cooperation, making full use of resources of agricultural and forestry universities and constructing teams of volunteers, so as to promote the develop-ment of local distance education.
