关于我国远洋渔业海外基地建设的思考

摘 要：
发展远洋渔业是应对我国近海渔业资源枯竭、合理利用世界渔业资源以及改善居民膳食结构的重大举措。作为远洋渔业"桥头堡",海外基地建设具有战略意义,已成为世界渔业大国关注的焦点,包括我国在内的诸多远洋渔业国家相继建立了自己的海外基地。论文从远洋渔业基地的内涵及其必要性出发,分析当前我国远洋渔业海外基地建设的基本情况,剖析关键制约因素,并据此提出我国远洋渔业海外基地建设的推进措施。

摘 要：
Development of pelagic fishery is to deal with coastal fisheries resources depletion,alleviate the pressure to protect the offshore water,share public waters aquatic resources and the improvement of people's diet structure and major initiatives,as ocean fishery "bridgehead",overseas base construction has strategic significance,Construction of overseas base of offshore fishery has become the focus of attention of the world's major fishing countries,including China,and many developing countries have established their own overseas base.This paper from the pelagic fishery base in the construction of the necessity and importance of the analysis of the basic situation of the pelagic fishery,finding the problems and reasons existing in the construction of China's overseas base;in reference to the foreign outstanding experience at the same time,with China's social reality conditions,summed up the supporting framework of pelagic fishery of China overseas base construction.
