Interpretation on the First Regulations on the Administration of Cattle and Sheep Slaughtering Promulgated by Inner Mongolia

Recently,the first provincial government regulation for standardizing administration of cattle and sheep slaughtering named Regulations on the Administration of Cattle and Sheep Slaughtering was promulgated by Inner Mongolia Autonomous Region,which was newly issued after the competent authorities of agriculture and animal husbandry took over the responsibility of administrating animal slaughtering from the commerce administration. In the"Regulations",relevant items were established systematically,including the primary institutions of fixedpoint slaughterhouses,legislative mandates,departmental responsibilities and the mechanism of access,exit and classification. In addition,main responsibilities of those slaughterhouses as well as related quality and safety guarantee system were strengthened,a new pattern of combing inspection and quarantine by enterprises with spot and sampling inspection by official veterinarians was implemented. Meanwhile,major breakthroughs were achieved in the construction of slaughterhouses,reform of inspection and quarantine system,implementation of product recall system,as well as the adoption of definite establishment conditions for small scale cattle and sheep slaughterhouses. In conclusion,the promulgation of"Regulations"brings the management of cattle and sheep slaughtering into the legalization management track.
