关于我国国有林场经营管理体制的改革构想

摘  要：
20世纪90年代以来我国国有林场开始实行生产型事业单位企业化运作管理模式,这种"事不事,企不企"的管理模式,导致国有林场普遍陷入困境,改革势在必行。文章在明确国有林场公益属性的前提下,以国家的发展战略和规划为导向,提出了关于国有林场实行全面分区垂直管理体系、所有权和管理权分离、管理和经营分离的改革设想,分析了改革过程中可能出现的难点,提出了相应的解决办法。

摘  要：
Since the 1990 s state forest farms in China began to implement enterprise- operational management mode as production-oriented public institutions, and this management mode that was"not public institution and enterprise neither"made state forest farms generally get into trouble. So it is the high time to reform. Based on making clear public attribute of the state forest farms, and guided by our country's development strategy and planning, this paper puts forward the ideas about the reform of state forest farms, which include implementing comprehensive partitioned vertical management system, separating the ownership and management, as well as separating operation and management. Then this paper analyses the difficulties of reform process that may occur, and finally proposes the corresponding solutions.
