本文通过对黄山区毛竹采伐管理制度改革的做法和成效进行探讨,总结毛竹林政管理改革的成功经验和做法,对现行的毛竹林政管理的一些问题进行探讨和思考,提出一些意见和建议,以期在大力实施竹林质量提升中,以毛竹资源林政管理体制的改革与创新,充分激发林农培育毛竹资源的积极性,促进竹产业发展,实现培育竹林资源优质高效培育和毛竹资源管理制度改革双赢。

摘  要：
In this paper practices and effects in Phyllostachys edulis felling management system reform in Huangshan District were discussed. Successful experience and practices in Phyllostachys edulis forest administration management reform were summarized.Some problems in present Phyllostachys edulis forest administration management were discussed and pondered. Some opinions and suggestions were given. It was expected that reform and innovation of Phyllostachys edulis forest resourse administration management system could fully arouse forest farmers' enthusiasm in cultivating Phyllostachys edulis resources and promoting its industrial development while vigorously improving the quality of Phyllostachys edulis forests in order to realize both the cultivation of high-quality and high-efficiency Phyllostachys edulis forest resources and the management system reform.
