农业科研基地建设的动力机制分析

摘  要：
文章通过对农业科研基地与农业科技园区建设功能与作用、建设理论基础的比较分析,总结出两者之间的差异,并提出构建农业科研基地建设发展的动力机制.结论认为农业科研院所的农业科研基地与农业科技园区确有差异,前者是科学技术创新体系平台,后者是产业创新体系平台,二者相互融合、协同发展;驱动农业科研基地建设有外部和内部两种力量,经济发展驱动力与政府政策推动力是外部推动力量,内部驱动力主要有农业科研竞争力、现代农业科研院所建设需求、农作物试验环境条件的需求.建议政府充分利用农业科研院所建设科研基地的内部驱动因素,创造条件,引导和支持农业科研院所参与现代农业农村的建设;农业科研院所要抓住现代农业转型发展的机遇,加快科研条件建设,为农业经济发展提供技术支撑,服务"三农",建设社会主义新农村.

摘  要：
The differences between agricultural scientific research base and agricultural science and technology park was compared and analyzed in the paper in terms of construction function and theoretical basis. The dynamic mechanism for the construction and development of agricultural scientific research base was established. The conclusion is that there were differences between agricultural scientific research bases and agricultural science and technology parks, i.e., the former was the platform of scientific and technological innovation system, and the latter was the platform of industrial innovation system, which integrated and promoted each others′ development. There were external and internal forces driving the construction of agricultural research bases. Economic development and the role of the government were external driving forces. The internal driving forces were mainly the competence of agricultural scientific research, the need of construction of modern agricultural research institutes, and requirement of conditions of crop test environment. It was suggested that the government should make full use of the internal driving factors of scientific research institutes to build scientific research bases, create conditions, guide and support agricultural research institutes to participate in the construction of modern rural agriculture. While agricultural research institutes should seize the opportunity of modern agricultural transformation and development, speed up the construction of scientific research conditions, provide technical support for agricultural economic development, serve the "three rural areas" and build a new socialist countryside.
