全球化背景下中国农业产业损害分析及对策

摘  要：
近年来,随着农产品市场的开放以及国内外农产品价格差距的拉大,大宗农产品过度进口对中国农业产业造成了严重损害。以受进口冲击较大的食糖产业为例,主要从食糖进口、生产、消费流通和加工四环节展开,进行产业损害研究。2013年以来,整个制糖行业运行艰难,许多糖农亏本,食糖库存压力大。通过成本比较发现,中国制糖产业竞争力与食糖主产国家存在着很大差距,要在进一步加强和完善农业支持政策的同时,充分利用贸易救济措施中的保障措施加强对国内糖业的有效保护,可采用数量触发机制来限制进口,尽早构建糖业安全预警体系,对食糖产业给予及时补救。

摘  要：
In recent years, as the domestic agricultural market opens broadly and the price gap of agricultural products at home and abroad expands increasingly, excessive imports of bulk agricultural products have damaged the agricultural industry severely. The authors took the typical sugar industry which bore great import impact as an example to study the industry damage from imports, production, consumption and circulation, and processing. Since 2013, the whole sugar industry has run hard, a lot of sugar farmers have been out of pocket, and the sugar inventory pressure has been rising. Through the cost comparison, there was a considerable gap in the sugar industry competitiveness between China and the main sugar producing countries.Therefore, we should strengthen and perfect the agricultural support policies, make full use of the safeguard measures, one of trade remedy measures, to protect the domestic sugar industry effectively. Besides, we could use the number triggering mechanism to restrict imports, and build security early-warning system of sugar industry as soon as possible to give the sugar industry timely remedy.
