永胜县深化集体林权制度配套改革是集体林权制度改革不可分割的有机组成部分,是山区林农又好又快地开发山区森林资源的现实需要,是林业部门适应现代林业建设新形势的需要.其主要内容包括改革完善政策制度,建立"林业综合服务中心"、木材和林产品交易市场以及"四大服务体系".提出提高认识,加强领导;制定方案,分步实施;积极谋划,有力实施;加大人才培训,积极转变职能等深化配套改革的措施.

摘  要：
The counterpart reform of deepening collective forest property right system in Yongsheng county is an inseparable organic portion of collective forest property right system,is to meet actual requirement for forest farmers to develop forest resources in mountain area better and faster,and is a need for forestry department to adapt to modern forestry construction as well.The reform's content includes policy improvement,the establishment of forestry comprehensive service center,trade market for timbers and forestry products as well as four service systems.Therefore,the paper proposes the measures for deepening counterpart reform with regard to the aspects in leadership,scheme,implementation step by step,training and so on.
