促进限制开发区与重点开发区土地开发权与人口并流——基于城乡土地置换的视角

摘  要:
土地开发权与人口并流,是指在主体功能区建设背景下,土地开发权由限制开发区(乡村地区)转移到重点开发区(城镇化地区),要求人口也随之同向流动。本文认为在主体功能区建设背景下,城乡土地置换可以进一步拓展为重点开发区(城镇化地区)与限制开发区(乡村地区)之间的土地置换,并以皖江城市带为例,讨论在特定经济区域范围内,坚持城乡建设用地增减挂钩和耕地占补平衡的原则,将城镇建设用地指标与吸纳农产品主产区的剩余劳动力以及GDP总量等指标挂钩,促进限制开发区与重点开发区土地开发权与人口并流。

摘  要:
In the context of the main functional areas,the land development rights and population co-current flowing,is land development rights transferring from restricted development zones to the key development requested that population also will co-current flow.This paper argues that in the context of the main functional areas,urban and rural land replacement can be further expanded to key development zones and restricted development zones,and for the Wanjiang City belt as an example,discusses within a particular economic area,adheres to the principle of balance of land and land for urban and rural construction,the urban construction with the index indicators and surplus labor in agricultural products and GDP total hook.
