摘 要：
文章介绍了美国和加拿大公有林的经营管理措施与模式。美国和加拿大对公有林管理存在共性也存在差异,美国和加拿大把公有林划分为联邦政府所有和地方所有两种,美国联邦公有林占主导,而加拿大地方公有林占主导;美国林务部门和自然资源部门直接经营管理其公有林,加拿大则采用多种租赁形式经营管理公有林。在不同时期,美加两国采用不同公有林经营管理措施与政策。美加两国的公有林经营管理措施值得我国国有林区和国有林场改革借鉴。

摘 要：
This paper introduced forest experiences of federal and local public forest management in USA and Canada. There existed some differences and similarities in public forest management of these two countries. Federal public forest was dominated in USA, and local public forest was dominated in Canada. USA governmental forest and natural resource departments directly managed public forests, however, Canadian public forests were managed by contracts with private and other stakeholders. Different management models and measures had been implemented for public forests in these two countries. Public forest management experiences of these two countries are worthy of reference for the reform of state-owned forests regions and farms in China.
