乡村振兴战略背景下日本新型农村社区建设的经验对我国的启示

摘  要：
党的十九大提出实施乡村振兴战略,为新时代中国农业农村的改革与发展指明了方向。研究发现,日本在新型农村社区规划建设方面,形成了一种特有的模式,即通过村庄合并,组建成规划科学、功能齐全、环境优美、管理完善的新社区,改善居民居住环境,使居民与城市居民享有同等的基本生活条件和公共服务。通过对我国部分新型农村社区建设现状进行调查,发现存在失地居民的社会保障问题突出、社区环境卫生状况混乱、公共设施缺乏、群众参与管理意识薄弱等问题,针对出现的问题,在借鉴日本新型农村社区建设成功经验的基础上,提出我国新型农村社区在增强村民参与社区管理和决策的意识;转变农业发展方式,增加居民收入;完善社会保障服务体系等方面的一系列措施建议。

摘  要：
The implementation of the strategy of rural revitalization proposed by the 19 th party congress has pointed out the direction for the reform and development of China's agricultural and rural areas in the new era. The study found that the Japanese in terms of the new rural community planning and construction,formed a unique mode,namely through villages merge,forming into planning science,the function is all ready,a beautiful environment,management,perfect new communities,improving farmers' living environment,farmers and urban residents enjoy the same basic living conditions and public service. Through the investigation about the present situation of part of the new rural community construction in our country,found the social security problems of the farmers,communities,confusion,lack of public facilities,environmental conditions of the masses to participate in the management consciousness weak,aiming at the problems,the new rural community construction in Japan,on the basis of successful experience,put forward the new rural community in China enhance the consciousness of villagers' participation in community management and decision-making,the transformation of the mode of agricultural development and increase farmers' income,perfecting social security service system and so on a series of measures.
