汶川地震灾区农业服务体系受损及恢复发展对策

摘  要：
"5.12"汶川特大地震使农业社会化服务体系遭受了巨大损失,严重阻碍了农业科技成果的示范转化和扩散推广。以四川省为例,通过调查和实践,分析了农业社会化服务体系灾前概况和灾后损失,提出了恢复发展的阶段目标和基本思路,重点阐述了"专家+项目+农户"、"专家+协会(专业合作组织)+农户"、"科技特派员"、"农业科技园区"、"专家服务团"、"专家大院"等农业科技成果转化模式的应用情况。在加快构建现代农业服务体系的同时,大力推行有效成果转化模式,将有助于地震灾区农业的恢复与发展。

摘  要：
In "5.12" Wenchuan earthquake,the agricultural social service system has suffered a great loss,a serious impediment to the demonstration,transformation and proliferation of the agricultural scientific and technological achievements.Taking Sichuan Province for example,this paper analyzed pre-disaster overview and post-disaster losses of the agricultural social service system and,proposed the stage objectives and the basic ideas of restoration development,described mainly the application of transformation models of agricultural science and technology achievement,such as the"expert + project + farmers","expert + association + farmers","sci-tech special commissioners","agricultural science and technology park","expert service team"and"expert courtyard".The application of these effective transformation models would be helpful to the restoration and development of agriculture in earthquake-striken area.
