摘要：

文章通过对全国最具代表性和典型性的9个样本省区连续4年跟踪调研所获取的大量数据和第一手资料,对集体林权制度改革所取得的成效和现状进行了客观的总结评价,深入分析了当前改革中存在的亟需解决的矛盾和问题,提出了进一步深化改革、充分发挥改革效益的政策建议。

摘要：

This paper analyzed the performances and status of the reform of collective forestland tenure system in China by using the large amount of unique representative data and first hand materials from nine sample provinces in four-years survey.We presented the challenges and issues should be solved for further reform.Some policy recommendations were suggested in this paper.
