国家级自然保护区干部教育培训现状分析及对策研究

摘  要:
国家级自然保护区是保护生物多样性、维护国土生态安全、建设生态文明和促进经济社会可持续发展的重要载体。国家级自然保护区干部队伍在促进生态林业可持续发展等方面发挥着重要作用。根据抽样调查结果分析,国家级自然保护区干部队伍年龄结构相对较好,高层次人才严重不足,队伍整体素质相对偏低,难以适应日益发展的保护事业的需要。"十一五"期间,全国自然保护区系统切实强化干部教育培训,取得显著成效。但是,同当前现代林业和自然保护事业发展的形势相比,干部教育培训工作仍远远不能满足需要。干部教育培训还存在一些亟待解决的问题。今后一个时期,建议统筹推进全员培训,全面提升知识能力,创新培训方式方法。

摘  要:
National Nature Reserve is an important carrier of the protection of biodiversity, maintaining land ecological safety, construction of ecological civilization and promoting the sustainable development of social economic. Cadres of the National Nature Reserve play an important role in promoting the sustainable development of ecological forestry. According to the analysis of sampling survey results, in the National Nature Reserve, the age structure of cadre is relatively good, but serious lack of high-level talents, the overall quality of the team of relatively low. It is difficult to adapt the needs of the development. In the "eleventh five-year plan" period, National Natural Reserve System has achieved remarkable results by strengthening the education and training of cadres. However, for the situation of the current development of modern forestry and nature protection, the education and training of cadres is still unable to meet the needs of reality. In the education and training of cadres there are some problems to be solved. A period in the future, we suggest to co-ordinate arrangements to push forward full training, promote knowledge, innovative methods and ways of training.
