摘 要：
分析了农业政策性金融支持新农村建设的必要性:一是农业政策性金融支持新农村建设的理论根源在于"市场失灵"与"政府干预";二是农业持续弱质和近年"农村金融市场失灵"成为我国农业政策性金融支持新农村建设的客观依据和历史使命;三是农业政策性金融与新农村建设的结合对于解决"三农"问题和促进农业政策性金融自身改革发展,具有特殊而重要的现实意义。剖析了农业政策性金融支持新农村建设的可行性:一是农业政策性金融在新农村建设中具备"第一推动力"的地位与优势;二是国家不断深化农村金融体制改革和政策性银行改革,持续增强农发行职能作用,为农业政策性金融支持新农村建设提供了政策条件;三是农发行14年来的改革发展实践及其"十一五"远景规划的推出,为农业政策性金融支持新农村建设打下了坚实的实践基础。基于必要性与可行性,着重从以下6个方面,发挥其支持新农村建设"第一推动力"的作用:一是加强对流通领域粮、棉等主要农产品体系建设的信贷支持;二是加强对加工领域农业产业化的信贷支持;三是加强对生产领域农业综合开发、农村基础设施建设、农业科技应用推广、农业生产资料及农业生态建设等的信贷支持;四是加强对农村特定群体和区域发展的信贷支持;五是加强对农业和农村应急体系与保险体系建设的信贷支持;六是加强对农业和农村金融服务中介建设的信贷支持。

The paper analyzes the necessity of agricultural policy-based finance supporting new rural communities construction.The first is that theoretical source of agricultural policy-based finance supporting new rural communities construction lies on "market failure" and "government interference";The second is that agricultural continuous weakness and "rural financial market failure" become objective accordance and historical mission of agricultural policy-based finance supporting new rural communities construction;The third is combination of agricultural policy-based finance and new rural communities construction has a special and important practical significance in solving the issues of agriculture,rural areas and peasants and in promoting self-reformation and development of agricultural policy-based finance.The paper also analyzes feasibility of agricultural policy-based finance supporting new rural communities construction.The first is agricultural policy-based finance has the position and advantage of "the first driving force" in new rural communities construction;The second is the state constantly deepens reform of rural financial system and reform of policy bank and continuously increases functional effect of agricultural development bank of China,it provides policy condition of agricultural policy-based finance supporting new rural communities construction;The third is reform and development practice of agricultural development bank of China in fourteen years and long-range Eleventh Five-year Plan lay a solid practical foundation of agricultural policy-based finance supporting new rural communities construction.Based on necessity and feasibility,we should express "the first driving force" in supporting new rural communities construction depending on the following six point of strength.First,strengthen credit aid to system construction of major agricultural products(grain,cotton) in the field of circulation;Second,strengthen credit aid to agriculture industrialization in the field of processing;Third,strengthen credit aid to agricultural comprehensive exploitation,agricultural infrastructure construction,agricultural technology application and spread,agricultural means of production and agricultural ecological construction in the field of production;Fourth,strengthen credit aid to rural specific groups and regional development;Fifth,strengthen credit aid to construction of agricultural and rural emergency system and insurance system;Sixth,strengthen credit aid to intermediary construction of agricultural and rural financial service.
