村干部在村域经济发展中的行为逻辑——以宜城市黄冲村为例

摘  要:
以宜城市黄冲村为例,首先以村干部角色为出发点,研究村干部在黄冲村经济发展中扮演的"村民致富带头人"、"村级组织建设人"和"村域发展当家人"这3种角色的特点,揭示村干部工作中的行为方式和可借鉴之处。其次进一步探寻其行为逻辑下的动机,从竞选村干部动机、工作动机、工作行为状态和效果三方面展开论述。最后根据黄冲村村干部工作的可借鉴之处和村干部普遍存在的问题,从合理设计工资水平,提升村干部工资报酬;强化职业素质培训,健全村干部发展机制;建立配套减压机制,减轻村干部工作倦怠;加强村民民主监督,强化村干部声誉机制,这4个方面提出设立村干部激励机制的政策建议。

摘  要:
Taking Huangchong village of Yicheng city as an example.Firstly,taking the role of village cadres as the starting point,the village cadres in the fields of economic development plays an important role of "villagers become rich","the construction of village organization" and "village development manager".The study revealed the work behavior of village cadres and reference.Secondly,it further explored the motivation of its behavior logic,from 3 aspects of the motivation of the village cadres,the work motivation,the state of work behavior and the effect.Finally,according to the right and wrong of Huangchong village cadres,the establishment of incentive mechanism of village cadres policy suggestions were preposel including 4 aspects:the rational design of the wage level,enhance the wages of village cadres;strengthen the occupation quality training,perfect the development mechanism of village cadres;supporting the establishment of relief mechanism,reduce the job burnout of village cadres;strengthen villagers' democratic supervision,strengthen the reputation mechanism of village cadres.
