The National People's Congress fully affirmed and highly emphasized the work of the collective forest tenure reform,emphasized the significance of the forest tenure reform,sucha as mobilize the enthusiasm of forestry in the whole social development,the liberation of the rural productive forces,improve the social management system,to promote green growth,improve people's livelihood and social stability and urban and rural development.That stabilize the rural basic management system of forestry,must always adhere to the contractual right of long-term unchanged;to vigorously develop the under-forest economy,a powerful driving force truly to increase rural incomes,forestry efficiency,social harmony.
