现代农业支持主体激励的框架构建与行为优化

摘 要：
只有加强相关主体激励,才能从源头上保证现代农业支持持续健康、有序地开展。然而,现代农业支持主体间存在多重的利益关系与博弈关系,极大影响支农功效落到实处。据此,有必要结合各支持主体的特点,以加大财政支出为手段,以公共财政激励相容为纽带,以强化对政府、金融机构、农户、村集体、涉农企业、合作组织、外资、资本市场等支持主体的利益约束、博弈管理与行为规范为目标,积极构建现代农业支持主体激励框架,并在行为上实现对各支持主体的激励优化。

摘 要：
Strengthening the incentives for related subjects, ensures healthy and orderly development in modern agriculture support from the source. However, multiple interests and game relation between main bodies greatly influence the practice and the effect of modern agriculture support. Thus, it is necessary to consider the characteristics of each incentive subject, construct the incentive farmework for modern agriculture support, and optimize the behaviors of incentive subjects in reality, by means of increasing fiscal spending that is compatible with public financial incentives, with an aim of strengthening the interests constraints, game management, and behavior normalization among the incentive bodies such as the goverment, financial institutions, famers, village collective, agricultural enterprises, cooperation orgainzations, foreign investment and capital market.
