摘 要：
凡是具有完整经济体系的国家,木材产业在国民经济中均具有不可替代的地位。提升木材产业的竞争力,已成为很多国家提高综合国力的战略选择之一。伴随着中国正在实施的"天然林保护工程、退耕还林政策"和"集体林权改革"等举措,必然会掀起全民性的植树造林、抚育森林项目。文章研究了在大规模植树造林、抚育森林期间如何提高其效率,并探讨了项目开展期间如何提高居民的收入,在参考韩国森林组合经历的基础上提出了相关的方案和建议。

摘 要：
Most of the collective tree farmers however are not professional foresters and that their productions are relatively small.They are mainly focused in making immediate profits and that long term forest development planning is often overlooked due to involved costs.This has caused unreasonable forest structure management,posing environment degradation and other related issues.The national government should therefore adopt Korean experience to assist in areas such as proper forest infrastructure and(or) subsidized cost of production for forest farmers.This research paper will introduce the government forestry policy of South Korea and China;and how it influences the development of forestry resources in both countries.This paper will also discuss about the present prospects and problem along with China's reform community forestry and some specific forest management recommendation.
