旅游发展促进了连片特困地区的包容性增长吗——来自中部贫困县的证据

摘  要：
旅游发展在连片特困地区脱贫攻坚中发挥了重要作用,大大减缓了绝对贫困。但是否改善了相对贫困并实现了包容性增长对连片特困地区2020年全面脱贫后的可持续发展至关重要。本文利用中部贫困县的动态面板数据实证检验旅游发展对连片特困地区包容性增长的影响。研究结果表明,旅游发展促进了连片特困地区的包容性增长,对城镇居民收入和农村居民收入均有显著的包容性增长影响。但随着交通条件的持续改善,旅游发展对连片特困地区的包容性增长效应呈现城乡分异的特征,对农村居民的包容性增长效应逐渐减小,而对城镇居民的包容性增长效应不断增大。

摘  要：
As an important tool of poverty reduction in the concentrated contiguous destitute areas, tourism development has promoted the absolute poverty alleviation. However, whether relative poverty has been improved and inclusive growth achieved is crucial to the sustainable development of contiguous poverty-stricken areas after they are lifted out of poverty in 2020. The paper empirically analyzes the impact of tourism development on inclusive growth by using the dynamic panel data of poverty-stricken counties in central China. The results indicate that tourism development plays an important role in improving inclusive growth in poor areas, and also suggests that tourism development in poverty-stricken counties has a significant inclusive growth influence on incomes of both urban and rural residents. However, with the improvement of traffic conditions, the impact of tourism development on the inclusive growth of residents in contiguous poverty-stricken areas is heterogeneous between urban and rural areas, namely, with inclusive growth effect gradually decreasing in rural areas but gradually increasing in urban area.
