重点生态功能区域特色优势产业选择——以张家界市为例

摘 要：
如何做到既保障生态产品供给能力又实现产业经济发展,是重点生态功能区面临的难题。虽然中国西部大开发实践表明,发展特色优势产业是落后地区永续发展的根本出路,但是缺乏针对重点生态功能区域特色优势产业的研究。本文提出了环境友好、有比较优势、以市场导向和产业关联度高是特色优势产业的选择基准,并重点以张家界市为例实证分析了重点生态功能区域的优势产业与特色优势产业选择基准的吻合度。结果表明,张家界市的旅游业既是当前的支柱产业,也是其今后重点发展的产业;第一产业中,林业可作为重点产业来发展,绿色和有机农业也是有发展前景的特色优势产业;第二产业应当着重发展以酒、饮料和精制茶制造业和农副产品加工为主的旅游食品、以林业资源加工为主的旅游纪念品、以五倍子和杜仲等中药材活性物提取为主的生物医药、以水电资源综合开发利用为主的清洁能源等特色优势工业。

摘 要：
How to ensure the supply capacity of ecological products and achieve industrial economic development is the key problem for many key ecological functional areas. Although China's western development practice shows that developing characteristic and advantageous industries is the fundamental way for the sustainable development of backward regions. But,there is a lack of research on characteristic superior industries in key ecological functional areas. In this paper,environmental-friendly,comparative advantages,market demands and high industry linkage were regarded as the selection criteria of advantageous industries with regional features. Zhangjiajie city was selected as an example to empirically analysis the agreement between the superior industry of ecological function area and the characteristic superior industry selection criteria. Results showed that tourism is not only serves as its pillar industry currently,but also will be its key development field in the future. For the primary industry,forestry constitutes one of its crucial development industries along with green and organic agriculture. The second industry should emphasize the development tourism food industry,including liquor,beverage,refined tea production,as well as agricultural products and by-products processing; tourist souvenirs industrywhich is dominated by forest resources processing; biological medicine industry which focuses on extracting such active substance of traditional Chinese medicines as gallnut and eucommia; and clean energy industry which specializes in comprehensive utilization of hydropower resources.
