由于对自然资源的不合理开发利用 ,近年来鄱阳湖流域水环境有恶化趋势。从分析流域水土流失、水旱灾害等水环境问题出发 ,针对水环境保持地方立法的现状 ,提出加强江河源头水环境立法保护的对策。

摘  要：
Because of undue development and utilization of natural resources, the water environment of the basin of Poyang Lake tends to deteriorate in recent years. By analyzing some questions, such as soil erosion,floods and droughts, water pollution, etc., measures are proposed to enhance legislative protection of water environment of rivers source in the light of the current situation that place local legislation to water environment.
