农产品批发市场公益性实现方式研究——以北京新发地市场为案例

摘  要：
本文以北京新发地农产品批发市场为例,对北京市政府围绕农产品批发市场公益性目标的实现所制定的一系列制度安排进行了深入研究发现,相对于直接介入农产品批发市场的建设与运行而言,政府可以市场机制为基础,通过与企业合约及相关制度安排实现农产品批发市场的公益性目标;在农产品批发市场处于较为充分、有序的竞争环境中时,企业化农产品批发市场的盈利性目标与政府倡导的公益性目标之间并非水火不容,企业为追求利润而做出的一系列经营决策甚至有利于公益性目标的实现。

摘  要：
Addressing the issue of the achievement of public welfare goals of agricultural wholesale market,the present paper takes Beijing Xinfaili market as a case and investigates the institution arrangements of Beijing government for the achievement of agricultural product wholesale market's public welfare goals.The case study findings show that,compared to the means of direct build and operation agricultural product wholesale market,city government can achieve the public welfare goals by contracting with the firm and arranging relative institutions based on the market mechanism.When the competition environment is adequate and orderly,firm's profitable goals and government's public welfare goals are compatible.Moreover,the firm's operational decisions for the profits may contribute to the achievement of the public welfare goals.The paper proposes some policy suggestions on the achievement of the publicwelfare goals of agricultural product wholesale market based on the research finding.
