“枫桥经验”对基层社会治理创新的启示

摘  要：
随着改革开放的推进,我国进入社会矛盾增多、维稳形势复杂的社会转型期。为适应新情况、解决新问题,必须创新基层社会治理手段、推进国家治理体系现代化。"四清运动"时期,浙江枫桥人敢于破除思维桎梏,实事求是地调查"四类分子",采取教育改造、给予出路等方式较好地纾解了社会矛盾,体现了"枫桥经验"以人为本、实事求是的精神实质。新时期"枫桥经验"坚持与时俱进,探索出包括社会管理综合治理模式、"大调解"体系和基层综治信息平台在内的一系列新形式、新办法,有效保障了社会稳定和谐、人民安居乐业。本文基于浙江枫桥数十年的实践探索,总结出"枫桥经验"对创新基层社会治理手段的几点启示,以期对我国基层社会治理事业产生积极影响。

摘  要：
With the reform and development,China has entered a key period of the overall social transition.With the increase of social contradictions,maintaining social stability becomes more difficult.In order to adapt to new situations and solve new problems,China must innovate its governance of society at grassroots level and promote the modernization of national governance system.In the "Socialist education movement",people in Fengqiao,Zhejiang dared to break through the shackles of ideology and investigated the "four kinds of elements" in rigorous,and pragmatic ways.They have solved various contradictions through educating and reforming the "four kinds of elements" and offering them opportunities to make their livings.These policies have embodied the spirits of "People oriented" and "Seeking truth from facts".In new era, "Fengqiao Experience" also develops along with the times.People and the government of Fengqiao today have implemented a series of new strategies including the comprehensive governance model,the macro-mediation working system and the information platform at grassroots level.These new strategies have effectively safeguarded the stability and harmony of the local society and the peaceful gratifying lives of local people.Based on the practices and explorations in Fengqiao,this article summarized the inspirations of "Fengqiao experience" on the innovation of Chinese society governance at grassroots level.I deeply hope that this article could have positive effects on the society governance at grassroots level in China.
