期刊影响因子在科技论文评估中作用的夸大及其校正方法的探讨

摘  要：
当前在科技论文考核管理实践中,过分依赖并夸大期刊影响因子特别是SCI期刊的现象很普遍。通过分析影响因子的定义及期刊不同年份、不同作者论文引用情况的差异及论文在影响因子统计完成后进一步引用还要大的情况,及随着信息技术的发展,提出科技论文考核根据其发表期刊影响因子适当区分权重的基础上,应根据科技人员论文的实际引用情况给予后补助奖励。

摘  要：
It is common that IF(influence factor) of journal,especially SCI journal,were been aggrandized in the practice of scientific paper assessment.By analyzing the concept of IE,and the difference of citation of varied authors paper and varied year journal,it is proposed that reward should be taken much to the practical citation after publication based on the journal of scientific paper,with the development of information technology.
