中国是一个农业大国,目前全国共有5亿多农村劳动力,与此同时,农村每年还新增劳动力1000多万人。必须通过城镇建设体制、户籍制度创新、改善市场环境等手段,深化农村改革,继续减轻农民负担,加大农村劳动力转移力度。

摘  要：
China is an agricultural country. At present there are more than 500 million rural labor forces in country and agricultural itself onlycan digest about 100 million men-powers. The non- agricultural profession has bought in 100 million￣1.5 hundred million working-opportunitiesof people and there are still surplus 250 million￣3 hundred million people. In the countryside the newlabor force more than of about 10 millionpeople is alsoincreasingeveryyear. The qualityofthe rural labor force were verylowand the agriculture technical personnel quantityare fewandthe human resources plan and organization system is seriously restricting the rural labor force sources development and use. Therefore, the citiesconstruction systemand the household register systeminnovation improve market environment ofrural labor forces
